Aviation authorities and airport operators of Turkey and the rest of the World are authorized and responsible for creating, protecting and overseeing the elevation restrictions in the obstacle plans. Access to obstacle information is an important need for people and/or organizations that aim to create plans, projects or start construction regarding the real estates around airports. Airports should be assessed not only by the land they occupy but also by the airspace they occupy. Each airport also occupies an airspace besides the runways and the terminal areas. The airspaces that are regulated by flight traffic and airport type form some restrictive surfaces. Objects that violate these surfaces (buildings, towers, etc.) are called obstacles.


Obstacle criteria differ for each airport, but the main basis is international and national aviation legislation. The Directorate General of Civil Aviation under Republic of Turkey Ministry of Transport determines its Obstacle criteria according to the criteria defined by the ICAO (International Civil Aviation Authority). These criteria vary specific to the airport and according to the location of the obstacle around the airport. However, the assessment criteria are essentially "Obstacle Limitation Surfaces" in the first stage.


The airspace around an airport must be free of obstacles. Different and highly detailed obstacle criteria are available; however, the first criterion that restricts obstacles around the airport and protects the airspace is Obstacle Limitation Surfaces prepared according to ICAO Annex 14 standards. In addition, there are many legislations such as ICAO Doc. 9859 regarding flight safety, ICAO Doc.8168 PANS-OPS regulating the flight procedures, and Euro Doc. 15 regarding navigational auxiliary electronic devices used at the airports. Obstacle Limitation Surfaces consist of surfaces defining the height limits around the airport. They refer to all structures in the area in which they are valid.



Nowadays, aviation is a sector where navigation is planned and performed electronically. Moreover, service providers and end users, especially those involved in civil aviation, are obviously all connected 24/7 via web pages and mobile applications and they exchange information.

Obstacle Limitation Surfaces drawn up to the ICAO standards are clearly absolute assessment criteria for municipalities, project developers, field owners and citizens that prepare constructions plans and construct buildings in the vicinity of an airport. It is a critically intersectional issue for aviation and real-estate sectors to determine the permissible height of a building to be constructed in the vicinity of an airport. The surface coating, frontal texture and position of any structure in the vicinity of an airport are also extremely important issues to be analyzed for electronic and communication systems of aircraft.

Obstacleanalyze carries out analyses with the following motto: "Cities growing safely, aviators flying safely." We use a safety-oriented approach in our engineering analyses. Moreover, we make our analyses available to end users via our web pages, portals in a form which does not require any technical knowledge. We develop software and integrations for use of obstacle analysis results in the form of web services, apis, etc. by professionals, Civil Aviation Authorities or bodies such as municipalities. By this means, we help service providers offer transparent governance services right away.


According to the requirements specified in Annex 15 of the International Civil Aviation Organization (ICAO), all ICAO participating states are to ensure the availability of terrain and obstacle data in electronic format.

Obstacle features can be represented as points, lines, or polygons, and terrain data can be added as a raster dataset. Reliable obstacle and terrain data for in-flight and ground-based applications are essential datasets for international civil aviation.

Maniabilir, thinks that an e-TOD dataset should ideally provide all the data and meet all the requirements as specified in ICAO Doc 9881 for the area to be worked on. In this respect, an e-TOD dataset should ideally contain, as a whole, the raw data for the digital CAD data as the source of production, plans generated from this data, such as printed charts, maps, etc., and GIS data that can be finally used.

With the aeronautical studies carried out since 2014, Obstacleanalyze has generated e-TOD data that can be processed in geographical information systems (GIS). We have been proudly delivering our resulting products to airports and civil aviation authorities according to the e-TOD standards required by ICAO, EASA (European Union Aviation Safety Agency) and Eurocontrol (The European Organisation for the Safety of Air Navigation).

Obstacle Limitation Surfaces (OLS)
We develop & design the Annex-14 OLS, Annex-04 ToFP, and all other required virtual surfaces for the SID, STAR and instrument approaches, including engine-out and other special cases.
Airport Obstacle Shielding
We can examine individual land parcels, neighborhood, counties or larger areas to determine possible shielding effects for the planned airport, by controlling obstacle(s).
Electronic Terrain & Obstacles (eTOD)
We perform Identification, classification, data recording and publication of all eTOD surrounding a runway, in Annex-04, Annex-15 & Annex-15 criteria, and deliver in AIXM 5.1 or CAD or GIS formats.
Aerodrome Data Collection
We perform photogrammetry digitizing, validation and AIXM 5.1 or CAD aeronautical data collection, including airport mapping database (AMDB), eTOD, and all other aeronautical charts for AIP's.
Aeronautical Studies
Our aeronautical studies must consider all the (eTOD) aspects of the flight operations starting from PANS-OPS criteria to CNS safeguarding to emergency situations such as one engine failures.
