Airports should be assessed not only by the land they occupy but also by the airspace they occupy. Each airport also occupies an airspace besides the runways and the terminal areas. The airspaces that are regulated by flight traffic and airport type form some restrictive surfaces. Objects that violate these surfaces (buildings, towers, etc.) are called obstacles.
Obstacle criteria differ for each airport, but the main basis is international and national aviation legislation. The Directorate General of Civil Aviation under Republic of Turkey Ministry of Transport determines its Obstacle criteria according to the criteria defined by the ICAO (International Civil Aviation Authority). These criteria vary specific to the airport and according to the location of the obstacle around the airport. However, the assessment criteria are essentially "Obstacle Limitation Surfaces" in the first stage.
The airspace around an airport must be free of obstacles.
